With just two years left before Kenyans return to the ballot, President William Ruto is sharpening his message on government efficiency, using the graduation of nearly 6,000 chiefs and assistant chiefs to argue that his administration is restoring professionalism and order in the public sector.

At the National Police College Embakasi A Campus in Nairobi, where the National Government Administration Officers (NGAOs) concluded their first formal training since 2016, Ruto framed the event as evidence that his government is fixing a bureaucracy long criticised for confusion, political interference, and sluggish service delivery.

“We are professionalising the public sector, making it more efficient and effective, to enhance the delivery of services to Kenyans,” he said, describing the officers as indispensable “frontline administrators” responsible for translating national policies into action in villages and towns across the country.

Ruto lauded the chiefs for their work in the nationwide farmers’ digital registration drive, which the government says has already captured more than seven million farmers. He argued that without well-trained grassroots officers, such flagship programmes would falter.

The President’s renewed emphasis on administrative order comes as political temperatures rise and public scrutiny intensifies ahead of the 2027 elections. Opposition leaders have accused the Kenya Kwanza administration of using chiefs and assistant chiefs to entrench political influence at the grassroots, a claim State House has repeatedly denied.

Ruto dismissed those critiques, insisting the programme is about strengthening service delivery rather than political strategy. He said the newly trained officers will help enforce a more disciplined, coordinated rollout of government projects, from agriculture and social protection to local security operations.

The graduation — billed by State House as “historic” — also highlighted Ruto’s effort to reclaim the narrative around governance at a time when his administration faces pressure over the high cost of living, tax policies, and declining support in vote-rich regions.

For now, Ruto is betting that a more visible, more disciplined State machinery will resonate with voters who feel cut off from the promises of the 2022 campaign. But with the clock ticking toward 2027, the contest to shape public perception of government performance has only just begun.
