Political activist Kasmuel McOure has criticised former National Treasury Cabinet Secretary Njuguna Ndung’u over his recent remarks accusing President William Ruto of having "overrun the Treasury," arguing that the former CS cannot disassociate himself from decisions made while he headed the ministry.
McOure said Ndung’u played a central role in the formulation and presentation of the Finance Bill, 2024, whose proposed tax measures sparked nationwide Gen Z-led protests that eventually forced President Ruto to withdraw the Bill and later dissolve his Cabinet.
In a statement shared on his X account on Thursday, July 30, 2026, McOure maintained that Ndung’u remained in office throughout the public controversy surrounding the Bill and never publicly opposed the government's tax proposals.
“I have seen a video of former Treasury CS Prof. Njuguna Ndung’u saying that President William Ruto had overrun the Treasury. Yet we must not forget that it was Prof. Ndung’u himself as CS Treasury who was the chief architect and sponsor of the Finance Bill, 2024 that drove Kenyans to the streets,” McOure said.
The activist further argued that Ndung’u neither resigned nor raised public objections while serving in government despite mounting criticism over the proposed tax measures.
“At no point while in office did he resign in protest. At no point did he publicly blow the whistle. He remained at the helm until the nationwide protests culminated in the dissolution of the Cabinet and the exit of several ministers,” he added.
McOure's remarks follow recent comments by Ndung’u in which the former Treasury CS suggested that President Ruto had exerted excessive influence over the Treasury during his administration.
The exchange has reignited debate over accountability for the Finance Bill, 2024, which became the focal point of widespread anti-government demonstrations led by Gen Z protesters.
