The Independent Electoral and Boundaries Commission (IEBC) has begun reviewing its technology systems and operating procedures as it prepares for the 2027 General Election, with emerging technologies such as artificial intelligence (AI) emerging as a key area of focus.
The commission is reviewing its Standard Operating Procedures (SOPs) and ICT disaster recovery mechanisms as part of efforts to strengthen the resilience and continuity of its technology systems during the elections.
Speaking during a workshop, Prof Francis Aduol said the commission must anticipate technological changes and put in place systems capable of responding to emerging challenges while protecting the integrity of electoral processes.
“ICT can significantly enhance electoral administration, including information and records management, data processing, communication, service delivery, and business continuity, provided that robust systems, procedures, and safeguards are in place,” Prof Aduol said.
He said the adoption of emerging technologies, including AI, would require adequate preparation, public education and engagement with stakeholders to build understanding and address concerns over their use in elections.
The review comes as the commission prepares for an election in which technology is expected to play a central role in voter registration, transmission and management of electoral information, communication and other aspects of election administration.
IEBC said the exercise is intended to ensure its systems can continue operating in the event of technological disruptions while improving the efficiency, accuracy, transparency and accountability of electoral processes.
The commission said it remains committed to the strategic deployment of technology ahead of the 2027 General Election, while ensuring that appropriate safeguards and procedures are in place.
