President William Ruto has cast Kenya’s renewed push for deeper trade ties with Tanzania as both an economic strategy and a political signal ahead of the 2027 General Election, as his administration seeks to anchor its re-election bid on regional integration and private sector growth.

Speaking in Dar es Salaam at the Tanzania-Kenya Business Forum alongside President Samia Suluhu Hassan, Ruto announced a target of KSh130 billion in new trade and KSh65 billion in cross-border investments, while committing to eliminating non-tariff barriers by June 30, 2026.

“To achieve this ambition, we must deliberately bring down hurdles that hinder the free movement of people, goods and services,” Ruto said, pointing to border delays, non-harmonised standards and restricted market access as key obstacles.

But beyond the economic pitch, the President’s message comes at a time when his administration is under mounting political pressure at home, with critics questioning the impact of his policies on the cost of living, healthcare and taxation. By foregrounding regional trade and investment, Ruto appears to be repositioning his economic agenda as a long-term solution to domestic challenges.

Analysts say the emphasis on cross-border trade is likely to feature prominently in the President’s 2027 campaign narrative, particularly as he seeks to appeal to the business community and demonstrate tangible economic gains.

“The government is trying to show that it is opening up opportunities beyond Kenya’s borders, but the real test will be whether these promises translate into jobs and lower costs for ordinary citizens,” said a Nairobi-based political analyst.

The plan to dismantle trade barriers—long a sticking point between Kenya and Tanzania—also carries political risk. Previous attempts to harmonise trade policies have been slowed by bureaucratic inertia and competing national interests, raising questions about whether the ambitious June 2026 deadline can be met.

Ruto said the Joint Business Council would be strengthened as the central platform for engagement, while the Tanzania-Kenya Business Forum would be institutionalised as an annual review mechanism to track progress and unlock new opportunities.

He and President Hassan also pledged to provide a stable and predictable investment climate, anchored on regulatory clarity, investor protection and private sector-led growth—pillars that Ruto has increasingly leaned on as he seeks to counter criticism of his domestic economic record.
