The Independent Electoral and Boundaries Commission (IEBC) has begun a critical validation of its Election Operation Plan (EOP) 2025–2027, a roadmap that will guide the management of the next General Election.
The Commission said the plan under review covers key electoral operations including voter registration, boundary delimitation, deployment of technology, logistics, recruitment and training of staff, election security, and risk management frameworks aimed at safeguarding electoral integrity.
Acting Director of Voter Education, Partnerships and Communications Joyce Ekuam said voter registration is still ongoing across constituency offices, Huduma Centres, and the Customer Experience Centre at Anniversary Towers.
She urged eligible citizens to turn out in large numbers and register, describing voter registration as “the gateway to democratic participation.”
“The Commission continues to encourage Kenyans to take advantage of the ongoing exercise because participation begins with registration,” she said.
Acting Director of Research, Electoral Boundaries and Risk Management Meshack Lomoywara said the draft EOP is being refined during the workshop to build consensus before its formal launch.
He noted that the document will undergo both internal and external stakeholder validation before approval and adoption.
“We value the contribution of all participants in shaping this plan. Their input is critical in strengthening the credibility of the electoral process,” he said.
Deputy Chief Secretary for Operations Ruth Kulundu, who officially opened the workshop, said the 2027 General Election will require high levels of public confidence in the Commission.
She stressed that IEBC must ensure elections are free from operational disruptions and supported by credible systems to guarantee peaceful and secure processes.
“Operational readiness must cover all counties, including remote areas, through proper distribution of materials and adequate training of personnel,” she said.
Kulundu added that the Election Operation Plan provides clear timelines for key activities and identifies responsible officers, urging participants to remain focused in strengthening electoral preparedness ahead of 2027.
