President William Samoei Ruto has hailed the appointment of Principal Secretary Fikirini Jacobs, describing his rise from Bamba in Ganze, Kilifi County, as proof that leadership in Kenya is not defined by background but by dedication and service.

Jacobs’ appointment to the State Department for Youth Affairs comes as part of recent changes in the executive aimed at strengthening service delivery and widening representation of young professionals in government. He takes office at a time when the youth docket is under pressure to address rising unemployment, expanding access to government empowerment programmes, and responding to calls for greater inclusion of coastal counties in national leadership structures.

Speaking during a thanksgiving service held at Mnagoni Primary School grounds in Bamba, Ruto said it was “rare for a young man from a remote part of our country such as Bamba in Ganze, Kilifi County, to rise to the distinguished office of Principal Secretary,” adding that Jacobs’ journey reflects the country’s expanding opportunities for young people.

The Head of State praised the Youth PS as a symbol of what he called Kenya’s evolving leadership culture, where merit and commitment outweigh geography or social status.

“His appointment reflects our firm belief that leadership and excellence are not defined by one’s background, but by commitment, integrity, and service to the people,” Ruto said.

He added that Jacobs’ elevation was a clear indication that the government is deliberately opening up space for young leaders to participate in national decision-making. According to Ruto, the administration remains committed to empowering youth to contribute meaningfully to governance and development.

“The rise of PS Fikirini demonstrates our unwavering conviction that young people have the capacity to make meaningful and transformative contributions to the development and progress of our country,” he said.

Ruto further praised Jacobs’ early performance in office, saying he had already distinguished himself as a focused and hardworking official, particularly in advancing youth-centred programmes.

“In the short period we have worked together, PS Fikirini has distinguished himself as a focused, hardworking, and passionate leader, particularly in championing the interests and aspirations of young people,” he said.

The President’s remarks come amid heightened government efforts to project inclusivity in senior public appointments, with several young professionals recently elevated to key state positions.

He said the government would continue mentoring emerging leaders to ensure continuity in leadership and public service delivery.

“We are proud of PS Fikirini as a servant of the people of Kenya. As leaders, we will continue to support and mentor him as he grows into an even greater leader of our nation and for future generations,” Ruto said.

The thanksgiving event drew local leaders and residents who turned up to celebrate Jacobs’ appointment, which has been widely viewed in Kilifi County as a milestone for youth representation in national leadership.
