In a decision delivered by the Electoral Code of Conduct Enforcement Committee, the commission also ordered Muhia to issue a public apology within 72 hours, warning that failure to comply could attract additional sanctions, including disqualification from participating in future elections.
According to the committee, Muhia made inflammatory remarks during a political rally in Nyandarua County that violated the Electoral Code of Conduct and were capable of inciting violence, intimidation and hostility.
Commissioner Alutalala Mukhwana said the decision was reached after considering the evidence presented before the committee. He further directed the legislator to refrain from making similar remarks during the remainder of the campaign period and in future electoral activities.
Meanwhile, the IEBC has summoned Nakuru Town East MP David Gikaria to appear before the committee over alleged violations of the Electoral Code of Conduct during the Ol Kalou by-election campaigns.
The summons follows Gikaria's public admission that he distributed KSh1.2 million to members of the public during a political rally, an incident that has sparked allegations of voter bribery.
The commission is investigating whether the conduct contravened Kenya's electoral laws as it intensifies efforts to enforce campaign regulations ahead of the July 16 Ol Kalou parliamentary by-election.
