A faction within the Orange Democratic Movement has unveiled a report assessing the implementation of the 10-point agenda agreed between the late Raila Odinga and President William Ruto.
The group, operating under the Linda Mwananchi banner, described the document as a “People’s Report” meant to evaluate the progress of the political agreement and ensure accountability to Kenyans.
Speaking during the launch of the report on Wednesday, Caroli Omondi said the document carries Raila’s signature and represents a commitment that should not be manipulated for political purposes.
Omondi stated that the group’s intention is to prevent what he described as political exploitation of Raila’s name and legacy.
He added that the report aims to give citizens an opportunity to assess whether the agreement has delivered on its promises.
According to Omondi, public scrutiny is necessary for both the 10-point agenda and the outcomes of the National Dialogue Committee process.
He claimed there had been attempts by some actors to undermine the implementation of the agenda and insisted that Kenyans must ultimately judge the progress made.
Omondi further noted that the initiative was grounded in constitutional values and principles of accountability.
He said the purpose of the report is to ensure that those who signed the agreement remain answerable to the public regarding what has been achieved so far.
Also speaking on the matter, Edwin Sifuna criticised what he described as misleading public participation exercises linked to the agenda’s implementation.
Sifuna argued that some committees had begun travelling across the country claiming to conduct public consultations regarding the charter.
He maintained that the responsibility to provide updates on the progress of the agreement lies with ODM’s Central Management Committee.
According to the senator, the committee was expected to release progress reports every two months and deliver a final public report by March 7, 2026.
However, he claimed the process had strayed from the original framework, prompting the Linda Mwananchi faction to compile the People’s Report as an independent evaluation of the agreement’s implementation.
The 10-point agenda formed part of a wider political understanding reached after negotiations between ODM and the Kenya Kwanza administration, aimed at addressing key governance and national issues.
